dpkg still works for me, so if you want an explanation why it doesn't
work for you, you need to supply the error message.

You can try to add the cdrom to your /etc/sources.lists using apt-cdrom.
This will however only work if there is a special directory hierarchy
on the disc, including a Packages or Packages.gz file. But installing
the package using dpkg should work as well.
