I have seen this word used in the past in a similar context and guessed
what it meant, but you prompted me to look it up in a bunch of online
dictionaries.

Apart from what you found, I found it nowhere but
dictionary.cambridge.org in the french/english dictionary, where it had
this definition:

  performant(e) adj (appareil, technique) high-performance; (entreprise,
  industrie, produit) successful; (cadre, manager) effective
