I dont know whats going on, I just tried to build a new kernel and I
dont appear to have make-kpkg. I did a netinstall, running
unstable/testing.

What package is make-kpkg part of? Ive tried searching for it, but I
cant find it anywhere.

Please help me out and tell me where I can get this!

It's in kernel-package. You could have found it on the website by searching for package contents, like this:

http://packages.debian.org/cgi-bin/search_contents.pl?word=make-kpkg&searchmode=searchfiles&case=insensitive&version=testing&arch=i386
