Which you get from time to time due to programs opening files read-write when possible, mtime and atime updates etc.
If you actually need to modify the file, then mounting ro won't work. If you don't need to modify the file, then there won't be any modifications. An atime update won't move blocks around on the disk and won't cause inconsistencies.
