Well, yes. It's called a Denial of Service Attack. However if
all is as you say, then it is a matter for the application
writers, not the network admins... unless they start affecting
network performance. 

Or maybe some kind soul will do something like RBL and keep up
a list of ip's from which media hackers are known to be 
operating so we can just block them entirely. [With some decay
time for IP#s in known DHCP address blocks of course...]
