The transition is to a (much) newer version of NTL, going from version 6.2.1 to version 9.9.1.
The auto-generated ntl transition page doesn't list flint-arb as a dep, but it probably should since there is a dependency chain ntl -> flint -> flint-arb.
I checked that these new ntl packages make it possible to build eclib, flint, linbox, singular and flint-arb on an amd64 debian box, so I don't expect any new problem.
There is a FTBFS for flint-arb on armhf, but it was already the case before the transition, so I don't count it as new problem. [Aside: and I'm still trying to sort things out with upstream.]
I'll need to find sponsors for the various uploads needed for this transition, but that should be ok.
