The patch from Slovenia actually comes from upstream, so such patches
will be accepted.

Those locales have been done at the time where UTF-8 was not commonly
used, and two version where necessary depending if you have switch to
ISO-8859-15 from ISO-8859-1 or not.

This is not necessary anymore.
