While a package is in testing, the testing migration checks for regressions with respect to what's in testing. For this package, the test already failed in testing, so there was no regression. However, the package got removed from testing and is now treated as a new package. Failures are blockers for new packages. Unfortunately, due to the logic in the migration software for new architectures, the calculation of which architectures to skip is currently broken on loong64. Failures like you mention here are accepted for arch:all building sources, but if the tooling doesn't automatically figure it out require people to contact us, like you did with this mail. I'll add a hint.
