As pointed out in the wiki [1], we ask for rdeps to be test-rebuilt against the new library package. The fact that the packages were rebuilt in Ubuntu without issues is good and is better than nothing, but some rdeps could fail to build in Debian for some unrelated reasons (e.g. other rdeps, toolchain updates...), and that could block the transition.

fwiw, at least #1088168 will block this (which I see you've started to 
investigate).
