This behaviour does not make any sense whatsoever: It overrides an internal, qtchooser-specific configuration variable using a variable intended for *global* configuration, hence it expects its own configuration to be immediately in the root of global configuration, however it *installs* its own configuration in a completely different location. If this were the "standard", changing XDG_CONFIG_DIRS would require listing the configuration directories of all installed applications.
