In this case I have to say that I definitely consider this a bug: /usr/share is the default for XDG_DATA_DIRS, and all applications should behave the same whether XDG_DATA_DIRS in unset or set to /usr/share. /usr/lib/... on the other hand is definitely not a data directory (otherwise it wouldn't be called lib), so it should never be in XDG_DATA_DIRS.
