Hello: I'm sorry for having misleading you, as Matthew explained, the cups-pdf package is not needed for kde to print into pdf, I wasn't sure so I included it.
I understand that you were expecting that option in the file menu. Well as
you can see it is not available.
At these days, there won't be a koffice 1.6.4 release and its developers are
reluctant to make any minor change, let alone a change like.
I think you can now either keep this bug open or closing your own. To close
