I can confirm that for me this bug was still present in 6.3.0 but seems
fixed in 6.3.2.
Unfortunately, I cannot confirm that it was the actual powerdevil
upgrade that fixed it because I recently updated a bunch of plasma, kde
and qt6 packages and now seemingly can't easily downgrade any more.

I noticed the same thing with Plasma 6.2. When switching from AC to
battery or vice versa, the battery icon changed correctly but the screen
brightness did not change.
However, the issue is fixed for me on Plasma 6.3.2 (observed this on 2
machines). I don't know whether the fix was in Plasma 6.3.2 or if that
just coincided with something else that fixed it.
Could you try Plasma 6.3.2 and report whether the issue is fixed for
you?
