I noticed the same thing with Plasma 6.2. When switching from AC to battery or vice versa, the battery icon changed correctly but the screen brightness did not change. However, the issue is fixed for me on Plasma 6.3.2 (observed this on 2 machines). I don't know whether the fix was in Plasma 6.3.2 or if that just coincided with something else that fixed it.
