The directory /usr/share/icons/hicolor/48x48/stock/text is empty. The icons under /usr/share/icons/hicolor seems to be provided by gnome-icon-theme , yet hicolor-icon-theme does not depend on any other package, or even suggests one. My guess is that some icons are provided because they are used in gnome, but others are missing. If a certain directory is empty, it should not be listed in /usr/share/icons/hicolor/index.theme I'm not sure that this is the right package.
