If we were able to go further, I'd like to see a requirement that packages be in a VCS (which, in practice, would be enforced by making it a requirement to have some Vcs-* in debian/control). But perhaps that's too far for people.

That seems fine, but I'm not sure I'm knowledgeable enough to say for certain. I assume that these Just Work if I'm using modern debhelper?
