I have fixed a bunch of FTBFS bugs this spring by applying
the patch from PTS ubuntu patch link. Typically in these
cases the debian maintainer has been effectively MIA. So
the ubuntu patch service is definetly usefull. I guess other
derivates could be holding changes that would be usefull to get
pushed to debian (and upstream), but so far only ubuntu has
provided us with such service.
FYI 64 Studio cycles changes back into Debian mainstream, that is,
directly maintaining packages. I don't know what happens to the patches,
the main one I can think of would be the realtime pre-emption patch for
the linux-*-multimedia-* kernel, which is available here:

http://svn.debian.org/wsvn/demudi. AFAIK 64 Studio follows the CDD
framework, so we also use the bts and cycle patches upstream too.
I guess we're not the only derived distro that does this. I don't know
whether we would use / provide a more generalised patch service,
probably only if it meant less work for us. ;-) IIRC we have used Ubuntu
patches (briefly) in the past, but generally it is better to maintain as
few separate versions as possible.
