merkel has a full BTS mirror, and master's BTS mirror will be discontinued relatively soonishly. Of course, for the BTS mail, this makes no difference. Other reasons are more beefier hardware as you already note (harddisk), and that all other QA stuff is already on merkel too. The PTS could then also be run under the qa user, makeing its maintainance easier, and also, some of the scripts (like the bug statistics collection) can be shared. And things like the excuses are generated by the other QA scripts and can then be readily included in the PTS...
