Please remove the rcconf package from Sarge. In my opinion it is not adequate as a runlevel editor and is not release quality. It is buggy. The maintainer isn't particularly active. A far superior alternative has been written by Joe Oppegaard <[EMAIL PROTECTED]>. He is currently tuning the program and plans to upload it very soon under sponsorship. But even if this new program doesn't make it into Sarge, I think it is better to ship nothing than to ship rcconf in its present state.
I think Debian needs some kind of runlevel editor and, as others have pointed out, rcconf works well enough for many of us. The only problem I have with it is that it doesn't sort the scripts into alphabetical order, which can make it hard to find a given item. There's a patch in the bug report system that fixes this, but the maintainer doesn't seem to have incorporated it yet. Perhaps an nmu is in order here.
