I should have been more specific. The menudefs hook (generated from the file /usr/lib/menu/fvwm2) expects Fvwm2 modules to be in /usr/lib/X11/fvwm2. They indeed used to be there, but have now been moved to the /usr/X11R6/lib/fvwm2/fvwm/2.1.10 directory.
