Hi! The version openssl-1.0.0.cnf should work correctly for "OpenSSL 1.1.0f 25 May 2017": you can try making a symlink like openssl.cnf pointing to the file and things like ./pkitoo --initca should work OK.
Anyway, I think adjusting regular expression to match both, should be fine in order to not split several files into the directory, when the same config works.
