After make-cadir running ./vars complains about openssl.cnf is missing.
It turns out that whichopensslcnf does not detect openssl 1.1 and that there is 
no openssl 1.1 default config.
Proposed solution:
a) add version 1.1 detection to whichopensslcnf and copy openssl-1.0.cnf to 
openssl-1.1.cnf
b) provide an openssl.cnf by default which is compatible with openssl 1.1
