Which reminds me of an old idea somebody had decades ago: Having a metadata database (sorry for the pleonasm, if it is one) in addition to the fields in the package itself. That way updates of maintainer, uploader, upstream homepage, etc. would not *require* a package upload. At least on online services, such as tracker.d.o, the updated data would be shown. Less CO₁ btw.! Technically, data could be taken from VCS, as long as the VCS fields don't change.
(That would not change anything Tobi wrote, regarding hygiene.)
