Whether or not this was a correct decision, IMHO something that you
should have done would have been to notify the affected users before
they were unsubscribed.  This would have given customers a chance to
contact uol.com.br and bug them before service was interrupted (and
maybe fix things before anyone had to be unsubscribed), or to subscribe
with a different address if they were unsuccessful in getting anywhere
with uol.com.br.  Something to the effect of:

   Due to the CR problems from uol.com.br and a lack of response from
   their administrators, effective immediately new uol.com.br addresses
   will not be able to subscribe to the lists, and current users will be
   unsubscribed in one week.  uol.com.br customers are encouraged to
   contact the administrators for help in locating the cause of the
   petsupermarket CR, and once the problem has been remedied, the ban
   will be reversed.
