A better list to post this to would be debian-devel or debian-user I'd
think.  As for replication support, as mentioned elsewhere, the open
source replication support for Postgres is quite new and may not have
been packaged for Debian yet.  If not you can always file a bug with our
bug tracking system about it.  There was also a mailing list on alioth
for Debian postgres packaging work but I'm not sure what the status of
that is right now.
