In a newly created chroot I can install cups without problems, so the 
dependencies of cups are fine.

libcupsfilters2-common is part of the new cups v3. It must not be installed on 
a computer that still uses cups v2.
As cups v3 is not yet ready at all to be part of Debian, it makes no sense to 
actually use that package now.
Please identify the package on your system that depends on any package create 
by src:libcupsfilters and file a bug against that package.
There seem to be some Conflicts:/Breaks: missing.
