It does, in fact, operate on time left, as that's what's most easily
understood by the user (battery capacity varies a lot ...) and the main
purpose is to go to sleep with enough power to actually make it into sleep
mode, and then some.

Time left is about as reliable as charge left, and machine activity
doesn't affect time left that much as to make a critical difference (it's
about 30 reduced at full load).

The point about voltage is well taken, though. We just need a way to
detect what kind of battery is installed to use it.
