Nope, the poster was right. Since I shut off my machine at night, and don't
like anacron, cron never runs. I just ran /etc/cron.daily/man-db as root, 
and it built the database and apropos works.

It still might be worth a bug; the postinst only builds the database
on fresh installs if man-db is not installed setuid. I don't
understand that; seems like it needs a database.
