I don't know what the right right answer is (if there is one), but I know what worked for me. In kernel-patches/powerpc, there's a file named 'config.pmac'. I copied it to kernel-source-2.2.19/.config, and built a kernel that was, to my untrained eye, indistinguishable from the stock kernel.
