With that explanation, I really think this should be a devref bug, not
a Policy bug. (Don't forget "Policy isn't a stick to beat people with".)

While it is nice to have a common ways, (e.g to reduce complexity
costs), not having a unique versioning scheme does not break something;
it just introduced work on people that have their (equally fine)
scheme... And, yeah to defining a best-practice. So let's reassign to devref?
