control: reassign -1 developers-reference

devref and Policy are both normative, just about different things, and
in different ways.

You can already go ahead and write a Lintian check for it.  It doesn't
need to be in devref or Policy or anywhere else.

You haven't made the case for this being in Policy as opposed to devref.
