I suggest to drop the following paragraph from 2.5: Packages must not depend on packages with lower priority values (excluding build-time dependencies). In order to ensure this, the priorities of one or more packages may need to be adjusted. This requirement is not fulfilled by many packages and it doesn't seem to break anything. Having packages with priority >= standard pull in libraries with lower priority seems also more useful than raising the priorities of the libraries as they alone do not satisfy the requirements for higher priorities: I don't think any library belongs to "Important programs, including those which one would expect to find on any Unix-like system.", yet we have many libraries with such priority in the archive.
