I'm going to re-assign this bug to debian-policy as I want clarification why debian-policy demands this. So far, nobody was able to explain that requirement to me and the policy text doesn't either. That this rule is violated in hundreds of cases [1] clearly shows that there is something wrong which needs to be addressed in a more idiomatic way.
