Hi Jonathan and Ximin, given that the current specification does not forbid unpecified fields, I would recommend to test the proposed License-Exception field in real, by convincing package maintainers and parser providers to use and support it. This can be tracked by a opening a separate bug, so that the propositions can be considered independantly, unless it would be pointless to introduce a new field for license exceptions without introducing a syntax for license short names.
