(1) is not necessarily true in the case of NMUs of native packages.[1] The only way to tell if a package is native or not is to inspect the .dsc. [So long as the as-yet-to-be-proposed wording is clear on this, it should be a big deal.] That said, the rest looks reasonable, but it would probably be useful to make sure that we're actually representing current practice.
