excuse me if this has already been suggested, but... wouldn't it just make things a lot easier to leave policy the way it is, but insert a one-liner preface somewhere in the policy document that states that release managers have the power to downgrade/ignore different clauses in policy as they feel appropriate? i'd say it's a fairly accurate representation of what's going on, and it lets policy keep its teeth for the rest of the distribution's development cycle. sean
