Oh, I just misparsed this when I replied last time. I think what you mean is: if rules.version=0, then dpkg-buildpackage behaviour will be ... if rules.version=1, then dpkg-buildpackage will be allowed to do ... etc. But of course, this has to be done with the consent and coorperation of the dpkg maintainers.
