Well, without adding complexity, I do agree to having a field that specifies the calling procedure for building the package. However, I don't like Rules-Format, as it ties us to debian/rules. How about Interface-Format? It's a more general term, and defines the interface used to actually build the package. Once we have a field for specifying the interface for building a package(which, on it's own, is very useful), decided what interfaces to support is another topic.
