The appendices are not normative; and especially the
packaging manual has not been updated to reflect the current
capabilities of the packaging tools. Indeed, this demonstrates on of
the reasons that people asked for the packaging manual not to be
considered policy, since large chunks of the packaging manual started
their life as documentation of the packaging tools.
At some point I hope to identify and extract the parts of the
packaging manual that describe abstract _interfaces_ to the packaging
system, and see if that could be standardized.
