Note of course that describing things like the file format of a Debian
source package would be part of the sorts of things you'd want to
cover in such interface documentation, so that other tools can be
written to use the file format.
So while I agree that the current text is not normative and am happy
to accept that proper normative te text might not require the
.orig.tar.gz to unpack into a .orig directory, I do believe that in an
ideal world normative text should cover this issue one way or another.
