debian-policy copyright state that: ... The FHS and FSSTND documents were downloaded from http://www.pathname.com/fhs/. ... FHS is included of the debian-policy package and truly http://www.pathname.com/fhs/ is the site of one of the upstream author of some files in the debian-policy packages. I have never proposed to blindly do grep '\(f\|ht\)tp://', it was to make an estimate of the number of package with upstream URL in the copyright file.
