Although I am obviously in favour of having this proposal approved :-), I don't mind extending the discussion period by a few days. I've just uploaded man-db 2.4.0-11 with the additional text in the error message on an experimental basis; if that allays people's concerns about providing help to new users (minor wording changes and perhaps configurability aside), I think we should then go ahead.
