Package can have documentations in several different
languages. What I meant is that each language is
in one encoding, so that there are not two files with
different encodings for one language.
Of course, other languages can have other encodings
(otherwise we would be forcing people to use UTF-8,
which we do not want to).
Sorry for my sloppy english, if the intention
was not clear from the description.
So I would probably say it as:
"...however, the documentation for any single package should use
only one encoding for one language."
Does it look clear enough?
