All debian users already have a copy of the GPL. It is included with the base systems. Therefore if you're using dpkg, you have the GPL already. This is not the issue here. The issue is that people using other distributions can download .debs and use a program such as alien to convert a .deb to a .rpm, thus they might not have the GPL on their system.
