We already do. See /usr/doc/<package>/copyright. It is also possible to put an URL in the package description, but many packages don't *have* "home pages", and some authors would prefer that we not post their addresses on the web. (Not to mention the packages whose home pages and/or authors seem to have vanished off the face of the earth -- I've got a couple of those.) And at least one of my packages has a home page that describes: a) how to install the RPM b) how to build from source Neither of which are going to be of much interest to the average debian user.
