Well, yes.  Debian has gotten numerous complaints about its own
(usually inadvertant) "bug hoarding".  It's an issue that should be
addressed, but it's also something (IMO) where we should clean our own
house before we start pointing fingers at others.

The forwarding stuff in the BTS works fairly well, but perhaps it too
could be improved, and made a little more automatic.  I don't know if
that could be done as part of this current effort to add new fields,
or if it should be done separately, but it sure wouldn't hurt our
reputations if we made it even easier to pass bug reports along to
authors.
