At least apache seems to still use /usr/doc. dhelp uses some insane and broken hybrid of both, and I'm not sure about doc-base. Note that educating users that the docs have moved and not forcing them to look in both locations during the transition was also a concern at the time, and is surely still valid. -- see shy jo
