Actually, if there is no man page or if undocumented(7) is used, then there should be be *two* bug reports! IOW, both. OTOH, you can write a quick-and-dirty man page that says, "this program is not intended to be used directly, it is called by foo(1). It should really be kept in /usr/lib/foo, but this would require a lot of difficult work and might cause things to break in the meantime."
