You are completely misunderstanding what debstd and dpkg-gencontrol do. dpkg-gencontrol *always* has to be called since it is what generated debian/tmp/DEBIAN/control for you. dpkg-shlibdeps has to be called before dpkg-gencontrol so the substitution variables are setup correctly. That's all nicely explained in the packaging manual. debstd and debhelper will have to be modified to include libraries when they call dpkg-shlibdeps for you.
