What do you mean with this "possible" and "necessary"? If we really want it, it shouldn't be possible to move everything out of /usr/X11R6 (including XFree86 itself). Is this your intension? Or do you mean, that XFree86 itself should stay (alone) in /usr/X11R6? While all applications should be moved out of /usr/X11R6 into /usr? And what about the window managers? Shouldn't they be allowed to be placed in /usr/X11R6, because their config files are /etc/X11? IMHO you should clarify the exception from the rule, that everything should be moved out of /usr/X11R6.
